On <strong data-start=\"138\" data-end=\"159\">February 16, 2026<\/strong>, a clear signal emerged for the entire industry: a transport operator received the first publicly documented sanction for failing to activate GPS monitoring within the RO e-Transport system.<\/p><p data-start=\"352\" data-end=\"561\">The key detail in the official report is that the transport operator had a valid UIT code. The issue was not the absence of a declaration, but the absence of active GPS monitoring for the respective transport.<\/p><h2 data-start=\"568\" data-end=\"607\"><strong>What does the official report state?<\/strong><\/h2><blockquote data-start=\"609\" data-end=\"931\"><p data-start=\"611\" data-end=\"931\"><em>\u201cThe transport operator did not equip the vehicle combination consisting of a tractor unit and semi-trailer with a telecommunications terminal device using satellite positioning and data transmission technologies for the transport identified by UIT code \u2013 an intra-Community delivery from the Czech Republic to Romania.\u201d<\/em><\/p><\/blockquote><p data-start=\"933\" data-end=\"1060\">The result was a fine of <strong data-start=\"958\" data-end=\"972\">20,000 RON, <\/strong>and the legal basis cited was <strong data-start=\"1002\" data-end=\"1059\">Article 13\u00b9 of the Government Emergency Ordinance 41\/2022<\/strong>.<\/p><p data-start=\"1062\" data-end=\"1223\">This is not a matter of interpretation. It is a formally issued sanction, documented in an official report, for the failure to fulfill the GPS monitoring obligation.<\/p><h2 data-start=\"1230\" data-end=\"1260\"><strong>Why is this case important?<\/strong><\/h2><p data-start=\"1262\" data-end=\"1325\">Because, as of February 16, 2026, inspections have intensified.<\/p><p data-start=\"1327\" data-end=\"1371\">The authorities\u2019 message is straightforward:<\/p><ul data-start=\"1373\" data-end=\"1431\"><li data-start=\"1373\" data-end=\"1401\"><p data-start=\"1375\" data-end=\"1401\">A UIT code is mandatory.<\/p><\/li><li data-start=\"1402\" data-end=\"1431\"><p data-start=\"1404\" data-end=\"1431\">But it is not sufficient.<\/p><\/li><\/ul><p data-start=\"1433\" data-end=\"1607\">If a transport has a UIT code but lacks the compliant equipment and active GPS monitoring, then the fine applies. The monitoring obligation is separate and independently sanctionable.<\/p><p data-start=\"1609\" data-end=\"1694\">The full details of the case are available in the <strong><a href=\"https:\/\/traficmedia.ro\/nu-mai-e-suficient-sa-ai-doar-cod-uit-prima-amenda-e-transport-pentru-transportatori-20-000-lei\/\">article published by <em data-start=\"1676\" data-end=\"1693\">Revista Tranzit<\/em>.<\/a><\/strong><\/p><h2 data-start=\"1701\" data-end=\"1785\"><strong>The e-Transport Obligation Also Applies to European Carriers Operating in Romania<\/strong><\/h2><p data-start=\"1787\" data-end=\"1992\">One frequently overlooked aspect is that RO e-Transport legislation does not distinguish between the vehicle registration country and the nationality of the transport company when it comes to the UIT code.<\/p><p data-start=\"1994\" data-end=\"2278\">Any transport of high fiscal risk goods carried out on Romanian territory must have a valid UIT code generated by the Romanian declarant (supplier, beneficiary, or warehouse operator). The transport operator &#8211; Romanian or foreign &#8211; must hold the UIT code and present it during inspection.<\/p><p data-start=\"2280\" data-end=\"2471\">If the data in the UIT code does not match the actual vehicle on the road, such as a different registration number, the sanction may apply to both the transport operator and the declarant.<\/p><p data-start=\"2473\" data-end=\"2848\">For companies from Poland, Germany, Hungary, or any other European country operating on Romanian territory, Romanian partners &#8211; freight forwarders or beneficiaries &#8211; are responsible for correctly generating the UIT code.
