alphanumeric string can can make the difference between your vehicle passing an ANAF inspection without issues and receiving a fine ranging from RON 20,000 to RON 41\/2022<\/strong>, the UIT code (Unique Transport Identification Code) is defined as:<\/p><blockquote data-start=\"691\" data-end=\"818\"><p data-start=\"693\" data-end=\"818\"><em>\u201cThe unique code generated by the RO e-Transport System through which the data related to a shipment of goods is identified.\u201d<\/em><\/p><\/blockquote><p><span style=\"font-size: 16px;\">The UIT code is a <strong data-start=\"339\" data-end=\"375\">16-character alphanumeric <\/strong>code, automatically generated by the ANAF system once the declarant company submits the transport data.<\/span><\/p><p data-start=\"462\" data-end=\"528\">A random example of a UIT code looks like this: <strong data-start=\"504\" data-end=\"527\">Y45R-577U-N544-GY4S<\/strong>.<\/p><p>Through this UIT code, the authorities can access the complete transport information, including the sender and recipient details, description, quantity, and value of the goods, loading and unloading locations, vehicle and carrier details, as well as the estimated transport period.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0552e20 elementor-widget elementor-widget-text-editor\" data-id=\"0552e20\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2><strong>How Does the UIT Code Work in the RO e-Transport System?<\/strong><\/h2><p>The RO e-Transport system was introduced to monitor the transport of goods and to combat tax evasion in in certain sectors of the economy. Within this system, the UIT code serves as the main reference for each declared shipment.<\/p><p>The RO e-Transport system involves four categories of actors, each with distinct responsibilities: <strong>the Declarant, the Transport Organizer, the Transport Operator, <\/strong>and <strong>the Driver.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-6a31064 e-con-full e-flex e-con e-child\" data-id=\"6a31064\" data-element_type=\"container\" data-e-type=\"container\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f902365 elementor-widget__width-initial elementor-widget elementor-widget-text-editor\" data-id=\"f902365\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2><strong>Who Must Generate the UIT Code?<\/strong><\/h2><p><strong>The Declarant<\/strong> (the System User) is the party responsible for generating the UIT code. According to <strong data-start=\"959\" data-end=\"1013\">Emergency Ordinance No. 41\/2022, Articles 8 and 8\u00b9 <\/strong>and depending on the type of transport, this obligation generally falls on the following party:<\/p><ul><li data-section-id=\"2ghov5\" data-start=\"321\" data-end=\"394\"><p data-start=\"323\" data-end=\"394\"><strong>the supplier<\/strong> &#8211; for domestic transport of high fiscal risk goods<\/p><\/li><li data-section-id=\"6abmzk\" data-start=\"395\" data-end=\"464\"><p data-start=\"397\" data-end=\"464\"><strong>the Romanian beneficiary<\/strong> &#8211; for intra-Community acquisitions<\/p><\/li><li data-section-id=\"6d9azc\" data-start=\"465\" data-end=\"527\"><p data-start=\"467\" data-end=\"527\"><strong>the Romanian supplier<\/strong> &#8211; for intra-Community supplies<\/p><\/li><li data-section-id=\"fsfpmo\" data-start=\"1337\" data-end=\"1400\"><p data-start=\"1339\" data-end=\"1400\"><strong>the consignee<\/strong> named in the import customs declaration<\/p><\/li><li data-section-id=\"jn7nlv\" data-start=\"1401\" data-end=\"1461\"><p data-start=\"1403\" data-end=\"1461\"><strong>the sender<\/strong> named in the export customs declaration<\/p><\/li><li data-section-id=\"100t2cr\" data-start=\"1462\" data-end=\"1553\"><p data-start=\"1464\" data-end=\"1553\"><strong>the warehouse keeper<\/strong> &#8211; for goods involved in intra-Community transit transactions<\/p><\/li><\/ul><p data-start=\"33\" data-end=\"194\">Once the UIT code has been generated, it must be sent to both the <strong data-start=\"98\" data-end=\"109\">carrier<\/strong> and the <strong data-start=\"118\" data-end=\"128\">driver<\/strong> before the transport begins or before the vehicle enters Romania.<\/p><p><strong data-start=\"831\" data-end=\"846\">Important \u2757<\/strong> The carrier does not generate UIT codes. However, under <strong data-start=\"907\" data-end=\"953\">Art. 8\u00b2 of Emergency Ordinance No. 41\/2022<\/strong>, the carrier must receive the code from the declarant and ensure that it is made available to the driver.<\/p><p>The driver must be able to present the UIT code, together with the transport documents, whenever these are requested by the inspection authorities &#8211; <strong data-start=\"1199\" data-end=\"1263\">ANAF, the Romanian Customs Authority, or the Romanian Police<\/strong>.<\/p><p data-start=\"325\" data-end=\"552\">The confusion between the roles of <strong data-start=\"356\" data-end=\"369\">Declarant<\/strong> and <strong data-start=\"374\" data-end=\"385\">Carrier<\/strong> is one of the most common causes of fines.
