Type of Transport and 3. Category of Goods<\/strong><\/p><ul><li data-section-id=\"1oeowda\" data-start=\"512\" data-end=\"608\"><p data-start=\"514\" data-end=\"608\"><strong data-start=\"514\" data-end=\"541\">domestic road transport<\/strong> (carried out within Romania) &#8211; only for high fiscal risk goods<\/p><\/li><li data-section-id=\"1x0yooy\" data-start=\"609\" data-end=\"679\"><p data-start=\"611\" data-end=\"679\"><strong data-start=\"611\" data-end=\"638\">international transport<\/strong> &#8211; applies to all categories of goods<\/p><\/li><li data-section-id=\"19nhg9z\" data-start=\"680\" data-end=\"857\"><p data-start=\"682\" data-end=\"857\"><strong data-start=\"682\" data-end=\"709\">transit through Romania<\/strong> &#8211; only where the goods are unloaded for storage or for the creation of a new shipment, from one or more consignments, on Romanian territory<\/p><\/li><\/ul><p><strong>4. The Postal Parcel Test<\/strong><\/p><p>This is a lesser-known but important test: are the goods being transported as a postal parcel, with a <strong data-start=\"550\" data-end=\"579\">maximum weight of 31.5 kg<\/strong>, by an <strong data-start=\"587\" data-end=\"617\">authorized postal operator<\/strong>?<\/p><p>If the answer is yes \u2192\u00a0<strong data-start=\"642\" data-end=\"674\">the UIT code is not required<\/strong>. As a rule, this exception generally covers standard courier deliveries and small e-commerce shipments.<\/p><p><b>5. Vehicle Type<\/b><\/p><p>The fifth criteria concerns the vehicle rather than the goods: the vehicle\u2019s maximum technically permissible laden mass must be <strong>at least 2.5 tonnes.<\/strong><b><\/b><\/p><p>Vehicles with a mass below 2.5 tonnes &#8211; such as small utility vehicles or light vans &#8211; are not subject to this obligation, even when they carry high fiscal risk goods.<\/p><p><strong>6. Weight and Value of the Goods<\/strong><\/p><p data-start=\"327\" data-end=\"501\">The final test &#8211; and the one that ultimately determines whether a UIT code is required &#8211; checks whether the shipment exceeds <strong data-start=\"456\" data-end=\"500\">at least one of the following thresholds<\/strong>:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div Examples<\/strong><\/h2><p><strong>Example 1: Domestic Fruit Transport<\/strong><\/p><p>An 18-ton truck transports <strong>4,000 kg of oranges<\/strong> (CN 0805) from Constan\u021ba to Cluj, with a shipment value of RON 22,000.\u00a0<strong>\u2192 A UIT code is required.<\/strong><b><\/b><\/p><p data-start=\"1245\" data-end=\"1281\"><strong data-start=\"1245\" data-end=\"1281\">Example 2: Delivery by Small Van<\/strong><\/p><p data-start=\"1283\" data-end=\"1589\">A van with a <strong data-start=\"1296\" data-end=\"1356\">maximum technically permissible laden mass of 2.3 tonnes<\/strong> delivers clothing (high fiscal risk goods) worth RON 15,000. \u2192 <strong data-start=\"1428\" data-end=\"1459\">A UIT code is not required.<\/strong> Even though the value exceeds the legal threshold, the vehicle keeps the transport outside the scope of the reporting obligation.<\/p><p data-start=\"1591\" data-end=\"1639\"><strong data-start=\"1591\" data-end=\"1639\">Example 3: International Furniture Transport<\/strong><\/p><p data-start=\"1641\" data-end=\"1906\"><strong>A 40-ton truck<\/strong> transports furniture (which is not classified as high fiscal risk goods) from Germany to Romania. \u2192 <strong data-start=\"1772\" data-end=\"1798\">A UIT code is required<\/strong>, because in the case of international transport, the reporting obligation applies regardless of the category of goods.<\/p><p data-start=\"394\" data-end=\"450\"><strong data-start=\"394\" data-end=\"450\">Example 4: International Parcel Exceeding RON 10,000<\/strong><\/p><p data-start=\"452\" data-end=\"708\">A parcel worth more than <strong data-start=\"477\" data-end=\"491\">RON 10,000<\/strong> and weighing <strong data-start=\"505\" data-end=\"516\">13.6 kg<\/strong> is transported by air from Spain to Bucharest, Romania, and then delivered by <strong data-start=\"603\" data-end=\"610\">UPS<\/strong> to its final destination. \u2192 <strong data-start=\"639\" data-end=\"708\">A UIT code is not required, <\/strong>regardless of the value of the goods.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d0ba10a elementor-widget elementor-widget-text-editor\" data-id=\"d0ba10a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2><strong>What Happens If the UIT Code Is Missing or Incorrect?<\/strong><\/h2><p data-start=\"102\" data-end=\"339\">The sanctions for failing to declare a shipment in the RO e-Transport system, as well as for a missing UIT code or discrepancies between the declared data and the actual goods loaded psysically in the vehicle, are provided for in <strong>Art. 13\u00b9 of Emergency Ordinance No. 41\/2022:<\/strong><\/p><ul><li data-section-id=\"10fa9ol\" data-start=\"1342\" data-end=\"1408\"><p data-start=\"1344\" data-end=\"1408\"><strong data-start=\"1344\" data-end=\"1362\">for legal entities<\/strong>: fines from RON 20,000 to RON 100,000<\/p><\/li><li data-section-id=\"nhbv2u\" data-start=\"1409\" data-end=\"1471\"><p data-start=\"1411\" data-end=\"1471\"><strong data-start=\"1411\" data-end=\"1426\">for individuals<\/strong>: fines from RON 10,000 to RON 50,000<\/p><\/li><\/ul><p data-start=\"1473\" data-end=\"1571\">If the same offence is repeated within 12 months, in addition to the fine, the authorities may also confiscate 15% of the value
