The order originally came from a Romanian client \u2014 a hypermarket platform in Bucharest \u2014 and passed through a Polish freight forwarder before landing on the carrier\u2019s plate. Standard cross-border work. Three countries, two intermediaries, one truck heading south.<\/p>\n<p><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"5:1-5:106;428-533\">Then RO e-Transport enters the picture, and a routine delivery turns into a series of avoidable problems.<\/p>\n<h2>The first problem: monitoring a UIT code you can\u2019t actually access<\/h2>\n<p><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"9:1-9:241;606-846\">Romania requires GPS monitoring of every UIT code from the moment goods enter the country until they\u2019re delivered. For a Romanian company, this is straightforward \u2014 they have an e-Transport account and can use a locally available solution that reports the status.<\/p>\n<p><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"11:1-11:222;848-1069\">A foreign carrier has none of that. No e-Transport account, no integration, no back office in Bucharest. The only tool left is the ANAF mobile app, and that app was never designed for the reality of international freight:<\/p>\n<ul class=\"[li_&]:mb-0 [li_&]:mt-1 [li_&]:gap-1 [&:not(:last-child)_ul]:pb-1 [&:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\" data-sourcepos=\"13:1-16:151;1071-1659\">\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"13:1-13:126;1071-1196\"><strong>The driver has to be physically in Romania to open and use it.<\/strong> No early setup, no preparation from the depot in Poland.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"14:1-14:156;1197-1352\"><strong>It depends on roaming.<\/strong> The app validates through SMS, so if the driver\u2019s roaming fails or the message is delayed, monitoring simply doesn\u2019t start.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"15:1-15:156;1353-1508\"><strong>UIT codes are entered by hand.<\/strong> And a carrier is rarely hauling just one. Multiple codes, typed manually, by a driver who should be watching the road.<\/li>\n<li class=\"font-claude-response-body whitespace-normal break-words pl-2\" data-sourcepos=\"16:1-16:151;1509-1659\"><strong>The app crashes.<\/strong> When it does, the driver repeats the whole process \u2014 often while driving \u2014 re-entering codes one by one just to stay compliant.<\/li>\n<\/ul>\n<p><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"18:1-18:230;1661-1890\">This isn\u2019t an edge case. It\u2019s the normal experience of thousands of foreign drivers delivering to Romania every week. The tractor develops a technical fault on a Saturday evening, just before crossing into Romania. The fix is simple in principle \u2014 swap the tractor for another unit. But the UIT code still lists the original plate number, and a UIT with the wrong vehicle on it is a non-compliant transport.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"24:1-24:412;2267-2678\">For a foreign carrier, updating that plate is not a two-minute job. The carrier has no direct access to e-Transport, so the chain of phone calls begins: the carrier calls the Polish freight forwarder, the forwarder calls the Romanian client, and the client \u2014 assuming someone is even reachable on a Saturday night \u2014 has to log in and amend the UIT. Until that happens, the truck either waits or rolls non-compliant.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" data-sourcepos=\"26:1-26:154;2680-2833\">One mechanical fault has become a cross-border, multi-company, after-hours scramble.
