under TollRo<\/h2><p>\u00a0<\/p><p dir=\"ltr\">Almost every article about TollRo says the same two things: it starts on 1 October, and it will cost more.<\/p><p>\u00a0<\/p><p dir=\"ltr\">The second half is only true for some operators. For others, the switch from a flat annual vignette to a per-kilometre charge can mean a <strong>reduction<\/strong>. The question is: <strong>at what annual Romanian mileage does TollRo become more expensive than what you pay today?<\/strong><\/p><p>\u00a0<\/p><p dir=\"ltr\">Nobody seems to have published that number. So we calculated it.<\/p><p><br \/><br \/><\/p><h3 dir=\"ltr\">The two sides of the comparison<\/h3><p>\u00a0<\/p><p dir=\"ltr\"><strong>Today.<\/strong> A standard 40-tonne, five-axle articulated truck buys an annual Romanian vignette. That currently sits at roughly <strong>\u20ac1,425 per year<\/strong>. You pay it whether you drive 5,000 km in Romania or 150,000. The meter does not exist.<\/p><p>\u00a0<\/p><p dir=\"ltr\"><strong>From 1 October 2026.<\/strong> The same truck pays TollRo per kilometre, at rates set by Order 1925\/2025:<\/p><p><br \/><br \/><\/p><div dir=\"ltr\"><table><thead><tr><th scope=\"col\">40 t truck (category III, \u226512 t)<\/th><th scope=\"col\">Motorway \/ express<\/th><th scope=\"col\">National road<\/th><\/tr><\/thead><tbody><tr><td>Euro VI<\/td><td>0.48 lei\/km (\u2248 \u20ac0.092)<\/td><td>0.24 lei\/km (\u2248 \u20ac0.046)<\/td><\/tr><tr><td>Euro V\/IV<\/td><td>0.55 lei\/km (\u2248 \u20ac0.106)<\/td><td>0.28 lei\/km (\u2248 \u20ac0.054)<\/td><\/tr><tr><td>Euro III\/0<\/td><td>0.62 lei\/km (\u2248 \u20ac0.119)<\/td><td>0.31 lei\/km (\u2248 \u20ac0.060)<\/td><\/tr><\/tbody><\/table><\/div><p>\u00a0<\/p><p dir=\"ltr\">Divide one by the other and you get the break-even. (The full tariff grid, the weight bands and who exactly pays are in <a href=\"\/en\/news\/tollro-2026-rules-for-trucks-over-3-5t\/\">the rules explainer<\/a>.)<\/p><p><br \/><br \/><\/p><h3 dir=\"ltr\">The break-even table<\/h3><p>\u00a0<\/p><p dir=\"ltr\">Annual Romanian kilometres at which TollRo costs exactly what the vignette costs today. Below this, you save. The N\u0103dlac to Bucharest run, about 560 km each way on the A1, costs a Euro VI 40-tonner roughly <strong>\u20ac103 return<\/strong>. Against a \u20ac1,425 vignette, the break-even is about <strong>14 round trips a year<\/strong>.<\/p><p>\u00a0<\/p><p dir=\"ltr\"><strong>If you send a truck down that corridor once a month, TollRo makes Romania cheaper for you than it is today.<\/strong> If you send one every week, it makes Romania considerably more expensive.<\/p><p><br \/><br \/><\/p><h3 dir=\"ltr\">What it looks like at scale<\/h3><p>\u00a0<\/p><p dir=\"ltr\">For an operator whose truck is run in Romania, say 100,000 km a year on the tolled network:<\/p><p><br \/><br \/><\/p><div dir=\"ltr\"><table><thead><tr><th scope=\"col\">Profile<\/th><th scope=\"col\">Annual TollRo cost<\/th><\/tr><\/thead><tbody><tr><td>Euro VI, all national roads<\/td><td>\u2248 24,000 lei (\u2248 \u20ac4,600)<\/td><\/tr><tr><td>Euro VI, 60\/40 motorway\/national<\/td><td>\u2248 38,400 lei (\u2248 \u20ac7,400)<\/td><\/tr><tr><td>Euro VI, all motorway<\/td><td>\u2248 48,000 lei (\u2248 \u20ac9,200)<\/td><\/tr><tr><td>Euro V\/IV, 60\/40<\/td><td>\u2248 44,200 lei (\u2248 \u20ac8,500)<\/td><\/tr><tr><td>Euro III\/0, 60\/40<\/td><td>\u2248 49,600 lei (\u2248 \u20ac9,500)<\/td><\/tr><\/tbody><\/table><\/div><p>\u00a0<\/p><p dir=\"ltr\">Against \u20ac1,425 today, that is a cost multiplied by roughly <strong>three to seven times<\/strong>, depending on the road mix and the age of the truck.<\/p><p>\u00a0<\/p><p dir=\"ltr\">That is the real story of TollRo, and it is not &#8220;everyone pays more&#8221;. It is a <strong>transfer<\/strong>: from operators who use Romanian roads occasionally to operators who use them intensively. Which is, to be fair, exactly what a distance-based charge is designed to do: the polluter-pays, user-pays logic of the EU Eurovignette framework.<\/p><p><br \/><br \/><\/p><h3 dir=\"ltr\">Three consequences worth planning for<\/h3><p>\u00a0<\/p><p dir=\"ltr\"><strong>1. Occasional transit stops being penalised.<\/strong> If Romania is a country you cross a few times a year, you have been buying a full vignette for it. That subsidy to high-mileage operators disappears. This is the single most underreported part of the change, and it favours foreign carriers doing seasonal or project work.<\/p><p>\u00a0<\/p><p dir=\"ltr\"><strong>2. The Euro class stops being a badge and becomes a line item.<\/strong> Between Euro VI and Euro III\/0 on identical routes there is a <strong>29% gap<\/strong>. On a 100,000 km profile that is over \u20ac2,000 a year, per truck. Fleet renewal maths just changed, and Romanian transport associations, COTAR and UNTRR among them, have warned that it is small domestic operators running older Euro IV and Euro V vehicles who feel this hardest.<\/p><p>\u00a0<\/p><p dir=\"ltr\"><strong>3. Routing becomes a pricing decision, not just a time decision.<\/strong> National roads cost exactly half the motorway rate. On the N\u0103dlac to Bucharest corridor, that is a saving of roughly \u20ac26 one way (against several extra hours of driver time, higher fuel burn on single-carriageway roads, and worse reliability). Sometimes that trade is worth it. Usually it is not. But now it is a calculation, and it has to be made per load rather than assumed.<\/p><p><br \/><br \/><\/p><h3 dir=\"ltr\">Where Romania sits in Europe after this<\/h3><p>\u00a0<\/p><p dir=\"ltr\">Even at the new rates, Romania remains among the cheaper heavy-vehicle tolls in the region, below Hungary, Austria, Slovenia and Bulgaria. What changed is that the gap narrowed sharply.<\/p><p>\u00a0<\/p><p dir=\"ltr\">And Romania is not alone. The Netherlands launched its distance charge in July 2026. Flanders added a CO\u2082 surcharge the same day. Lithuania replaces its vignette with a distance charge in January 2027, at rates above Romania&#8217;s. The annual vignette is being retired across Europe, one country at a time.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f902365 elementor-widget elementor-widget-text-editor\" data-id=\"f902365\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3>Do this with your own numbers<\/h3><p>\u00a0<\/p><div><p dir=\"ltr\">The tables above use one representative truck.
