First e-Transport Fine for Missing GPS Monitoring

The LoadHub team monitors developments in the transport market on a daily basis. On February 16, 2026, a clear signal emerged for the entire industry: a transport operator received the first publicly documented sanction for failing to activate GPS monitoring within the RO e-Transport system.

The key detail in the official report is that the transport operator had a valid UIT code. The issue was not the absence of a declaration, but the absence of active GPS monitoring for the respective transport.

What does the official report state?

“The transport operator did not equip the vehicle combination consisting of a tractor unit and semi-trailer with a telecommunications terminal device using satellite positioning and data transmission technologies for the transport identified by UIT code – an intra-Community delivery from the Czech Republic to Romania.”

The result was a fine of 20,000 RON, and the legal basis cited was Article 13¹ of the Government Emergency Ordinance 41/2022.

This is not a matter of interpretation. It is a formally issued sanction, documented in an official report, for the failure to fulfill the GPS monitoring obligation.

Why is this case important?

Because, as of February 16, 2026, inspections have intensified.

The authorities’ message is straightforward:

  • A UIT code is mandatory.

  • But it is not sufficient.

If a transport has a UIT code but lacks the compliant equipment and active GPS monitoring, then the fine applies. The monitoring obligation is separate and independently sanctionable.

The e-Transport Obligation Also Applies to European Carriers Operating in Romania

One frequently overlooked aspect is that RO e-Transport legislation does not distinguish between the vehicle registration country and the nationality of the transport company when it comes to the UIT code.

Any transport of high fiscal risk goods carried out on Romanian territory must have a valid UIT code generated by the Romanian declarant (supplier, beneficiary, or warehouse operator). The transport operator – Romanian or foreign – must hold the UIT code and present it during inspection.

If the data in the UIT code does not match the actual vehicle on the road, such as a different registration number, the sanction may apply to both the transport operator and the declarant.

For companies from Poland, Germany, Hungary, or any other European country operating on Romanian territory, Romanian partners – freight forwarders or beneficiaries – are responsible for correctly generating the UIT code. However, the responsibility for presenting the document during inspection and ensuring that the vehicle data is accurate lies with you, as the transport operator.
