The obligation applies to all drivers operating vehicles with a maximum authorised mass of at least 2.5 tonnes when carrying out national shipments of high-fiscal-risk goods or international shipments (import, export, intra-community acquisitions and deliveries) for any kind of goods. Enforcement of ANAF sanctions for missing GPS reporting came into effect on January 1, 2026.
For legal entities, fines under GEO 41/2022 range between RON 20,000 and RON 50,000 (≈ €4,000 – €10,000) per non-compliance event, plus possible confiscation of the value of the non-compliant goods. The liability extends to the foreign carrier when they operate the vehicle on Romanian territory.
The dispatcher (or the person in your company who handles transport) needs a LoadHub account and creates a driver profile for you — it takes 2 minutes. After that you receive an email with login details, download the LoadHub Driver app from Google Play or the App Store, and log in.

No. Monitoring cost only applies to vehicles driving in Romania with an active UIT. Vehicles outside RO or without a UIT aren't billed for monitoring, even if you see them on the map.
