Terms and Conditions
This document contains the general Terms and Conditions of Use (hereinafter, “Terms and Conditions”) applicable to you, as a User/Client, for the use of the LoadHub website, web application, and mobile application owned and managed by OEPIA S.R.L. (hereinafter, “OEPIA”).
We request that you carefully read this document to ensure that you act with full knowledge when using our Platform and to minimize any risks that may arise from the information you provide to OEPIA during your interaction with the Platform. For the purpose of these Terms and Conditions, the website and applications are collectively referred to as the “Platform” or “LoadHub.”
By using the Platform/LoadHub in any manner, you, as a User/Client, acknowledge that you have read, understood, and agreed to be bound by these Terms and Conditions, including all associated rights and obligations.
OEPIA reserves the right to modify or update these Terms and Conditions, as well as the content of the Platform/LoadHub, in whole or in part, at any time, without prior notice, except where otherwise required by law.
Definitions
When used with a capital letter in this document, the terms below shall have the following meanings:
- LoadHub – The web platform and mobile application owned and managed by OEPIA, designed to facilitate interactions between clients, transporters, and drivers, and intended to assist in fulfilling legal obligations in the field of transport services, including compliance with e-Transport legislation.
- e-Transport – The system implemented by the National Agency for Fiscal Administration (ANAF), pursuant to GEO no. 41/2022 and its implementing rules, for monitoring the transport of goods with high fiscal risk within Romania.
- Commercial Communication – Any form of communication intended to directly or indirectly promote the services, image, name, or brand of OEPIA and/or LoadHub.
- Content – All information available on LoadHub that can be viewed or accessed using an internet-enabled device, including information about OEPIA, types of services offered, general industry information, and features intended to assist Users/Clients and drivers in fulfilling their legal obligations regarding e-Transport.
- Platform / Website – The websites www.oepia.ro and www.loadhub.ro, the web applications, and the LoadHub mobile application for drivers, together with all their pages and sub-pages, whether public or private.
- User – Any natural or legal person who visits or uses LoadHub (the Platform) in any capacity.
- OEPIA – OEPIA S.R.L., a limited liability company organized and operating under Romanian law, with a registered office at București-Târgoviște Road, no. 147, Buftea, Ilfov, postal code 070000, registered with the Trade Register Office under no. J23/62/2020, unique registration code RO23142225, legally represented by Pop Ion Augustin, telephone: +40 723 292 623, e-mail: [email protected], acting as the Controller of the Platform.
Use of the Platform/LoadHub
1. Terms of Use
You may use the LoadHub Platform only if you are a natural person over the age of 18 with full legal capacity. Legal entities may access the Platform/LoadHub only through duly authorized natural persons who meet all of the above requirements.
2. Published Information
The information published on LoadHub is intended as general-interest content about OEPIA, the e-Transport legislation, and the transport and logistics services industry.
The Platform provides digital tools (web and mobile) designed to facilitate compliance with e-Transport legislation, including, but not limited to:
Guidance on compliance with GEO no. 41/2022 and ANAF regulations;
Features for generating and managing the information required for reporting in the e-Transport system;
Driver-focused interfaces for transmitting relevant data regarding completed transports.
3. Information Liability
OEPIA makes every effort to ensure that the information available on LoadHub is accurate, up-to-date, and compliant with current legislation. However, this information is provided for informational purposes only and does not relieve Users/Clients of their legal obligation to ensure that the data reported in the e-Transport system is complete and correct.
The User/Client is solely responsible for the accuracy, validity, and timeliness of all information and documents transmitted through LoadHub to comply with legal requirements regarding e-Transport.

The products and services offered on this Platform are digital and delivered exclusively in electronic form. Upon successfully completing the ordering process and creating a user account, the subscription is activated automatically.
Users are entitled to a 7-day free trial, which begins immediately upon initial activation. At the end of the trial period, if cancellation is not requested, the subscription will automatically convert to a paid plan and remain valid for 30 days from the payment processing date.
Access to digital services is instant, and an activation confirmation is sent via email. No physical delivery is involved. The estimated access time is typically a few minutes after order confirmation, depending on payment processing.
8. Return / Cancellation
Given the digital nature of the services offered and in accordance with current legislation, the standard return policy for physical products does not apply. However, Users may cancel their subscription at any time through their user account.
Subscription cancellation will take effect at the end of the current period:
At the end of the trial period, if the service is deactivated before transitioning to the paid plan, or
At the end of the 30-day paid subscription period, if cancellation occurs during an active subscription.
After the cancellation takes effect, the subscription will no longer renew automatically.
No partial or full refunds are provided for subscription periods that have already been activated. Users are encouraged to take advantage of the free trial period to evaluate the services before the paid subscription begins.
Processing of personal data
OEPIA, as the Controller of LoadHub, processes the personal data you provide through your interaction with the Platform. For information regarding how your data is processed, please refer to our Privacy Policy.
Additionally, the Platform uses cookies, which may involve the processing of certain personal data. For more details, please consult our Cookie Policy.
Commercial Communication
By providing contact details within LoadHub (including personal data), the User/Client confirms that they are directly sharing this information with OEPIA and acknowledges that OEPIA may use it to contact the User/Client through any available means, including electronic communication. Such communications may include Commercial Communications, updates on relevant legislative amendments in the field of e-Transport, new features, special offers, or other information intended to support legal compliance and enhance commercial relations.
The User/Client may opt out of receiving Commercial Communications at any time by using the unsubscribe link included in any such message (where technically possible) or by contacting OEPIA directly at the contact details provided in these Terms and Conditions. Opting out does not impose any obligation on the User/Client or require any compensation.
Opting out of Commercial Communications does not revoke the consent given by the User/Client regarding these Terms and Conditions and applies prospectively only.

Intellectual Property Rights
All elements that constitute LoadHub (including, but not limited to, logos, design, trademarks, graphic elements, text, software, and multimedia content) are the exclusive property of OEPIA and are protected under national and international copyright and intellectual property laws.
The User/Client is not authorized to copy, distribute, publish, modify, transfer to third parties, display, reproduce, create derivative works from, or otherwise exploit LoadHub content without the prior express written consent of OEPIA. Use of LoadHub content is permitted solely for the purpose of complying with e-Transport legislation, and only to the extent that such use does not conflict with these Terms and Conditions or with the interests of OEPIA.
Links to Third-Party Websites
Any links on LoadHub to websites owned or operated by third parties are provided for informational purposes only. OEPIA assumes no liability for the content, services, or products of such third parties, nor for any damages that may result from accessing these links.

OEPIA reserves the right to modify these Terms and Conditions, as well as the content of LoadHub, at any time, without your consent or prior notice, unless otherwise required by law.
