In a tripartite collaboration — Declarant (Reporting Entity) – Freight Forwarder – Carrier — the Transport Organizer is the company declared in the UIT code and the Transport Operator is the Carrier
This entity is the “actual carrier”, defined as the company that owns the vehicle and performs the actual transport of the goods declared in the UIT code. Its main obligation is to ensure the automatic transmission of GPS positioning data for the entire duration of the transport, from loading to unloading.
In the event of missing or incomplete GPS monitoring, the road transport operator (actual carrier) bears the primary responsibility and is subject to the applicable sanctions.
The Transport Organizer is the “declared carrier” in the UIT code, serving as the link between the shipper (declarant) and the transport operator.
Its primary obligation is to update the vehicle number in the UIT code whenever there is a change or a transshipment of goods.
The Transport Organizer does not have a direct obligation to transmit GPS data — unless it performs the transport using its own vehicles. In that case, it also assumes the role of Road Transport Operator and becomes subject to the applicable sanctions.

If a UIT code involves a vehicle from your own fleet, your company assumes a dual role:
Transport Organizer: You are declared as the carrier in the UIT code.
Transport Operator: You are responsible for physically carrying out the transport.
If the transport is executed by a subcontractor (rented vehicle), your company acts only as the Transport Organizer, overseeing the shipment without performing the transport itself.
Normally, the responsibility lies with the Transport Organizer (the company declared in the UIT code).
With LoadHub, the transport operator (the actual carrier) can also update the vehicle registration number at any time.
Advantage: This eliminates dependence on the Transport Organizer’s availability during off-hours or unusual working times.

In SPV, it is not possible to verify whether the subcontractor is reporting GPS positions.
