DECLARANT
(UIT REPORTING ENTITY)

The Declarant is the company or individual who has the legal obligation to generate the UIT code in the RO e-Transport system for the transport of goods with high fiscal risk.

For transports within Romania, the obligation applies only to high fiscal risk goods exceeding 500 kg or 10.000 RON in value, transported using vehicles with a minimum authorized mass of at least 2.5 tons. In these cases, the responsibility lies with the supplier, beneficiary, or depositary, as applicable.

For international transports (imports, exports, intra-Community acquisitions or deliveries), the declaration obligation applies to all categories of goods exceeding 500 kg or 10.000 RON in value.

Starting January 1, 2023, failure to declare transports in the RO e-Transport system is subject to sanctions and fines, in accordance with the applicable legislation.
