Traficmedia, a Romanian online media outlet focused on the transport and logistics industry, has published an article about LoadHub, highlighting the platform’s role in helping carriers and shipping companies comply with Romania’s e-Transport requirements.
As of January 1st, the grace period for enforcing sanctions on carriers who fail to submit vehicle positioning data to the RO e-Transport platform has expired. The potential fines for non-compliance are substantial, leading to discussions about seeking an additional postponement. LoadHub provides carriers with a straightforward, user-friendly solution at just €20/month, regardless of fleet size, assisting them in meeting their legal obligations.
Beyond mere compliance, LoadHub offers several additional benefits. Carriers can directly update the vehicle numbers associated with a UIT code on the platform, with changes automatically transmitted to e-Transport without any need for intervention from transport organizers. The developers aim to automate transport monitoring so that drivers no longer have to start or stop GPS reporting for each UIT code manually. LoadHub offers two plans for transporters:

- Ideal for small fleets with only a few trucks
- Allows the administrator to manage UIT codes independently
- Transporter+ (€30/month + VAT):
- Designed for shipping companies or carriers that subcontract or use truck drivers
- Provides access to the GPS positioning of subcontracted vehicles on the map
- Includes three user accounts (one manager + two additional accounts)
- Higher control and differentiated access
- The Declarant+ plan allows an unlimited number of accounts
No Interruptions in Data Submission to ANAF
LoadHub ensures continuous data submission to ANAF (National Agency for Fiscal Administration). If the ANAF portal is temporarily unavailable, the platform automatically stores the data and transmits it once the system is back online, ensuring uninterrupted transport monitoring.
“We designed LoadHub as a buffer and caching system, so uploaded data is resent when ANAF servers are operational,” explains Ionuț Augustin Pop, founder of LoadHub. “The platform also provides proof that users attempted timely transmission. From January 1, 2026, non-compliance will be monitored and sanctioned, as ANAF servers are capable of handling large data volumes, similar to the e-invoice system.”
LoadHub can store unlimited transport information and is designed to accommodate approximately 20.000 transport companies, each managing an average of 100 vehicles under RO e‑Transport regulations.

Integrated Transport Management
LoadHub serves as a bridge between transport operators and organizers. Typically, when a shipping company obtains a UIT code, the carrier receives it manually from SPV, resulting in visibility and risk issues. LoadHub creates an integrated flow for each UIT code, linking the transport beneficiary, shipping company, carrier, and driver.
- Shipping companies transmit UIT codes through LoadHub to carriers.
- Carriers can update vehicle registration numbers directly in LoadHub, which then automatically updates SPV.
- The risk of fines due to mismatched registration numbers is eliminated.
- Carriers can fulfill GPS monitoring via vehicle GPS integration or the LoadHub Driver mobile app.
- Both shipping companies and carriers enjoy real-time visibility over transport monitoring.
Additionally, carriers and consignors can group UIT codes into a LoadPin. If a vehicle changes, updating the registration number once applies the change to all associated UIT codes, thereby saving time on repetitive tasks.
Automating Transport Monitoring
Currently, carriers can fulfill their monitoring obligations either:
- Via the web platform through dispatchers
- Through the LoadHub Driver mobile app, with manual start/stop monitoring per UIT code or LoadPin
GPS monitoring can be performed via integrated vehicle GPS or, if that is unavailable, via the driver’s mobile app.
“The main challenge is managing the start and stop of monitoring,” explains Ionuț Augustin Pop. “Addresses from SPV often lack precise GPS coordinates. We are developing a BlackBox system to convert addresses into GPS coordinates, which will automate the start/stop monitoring process, minimizing driver intervention and reducing errors or omissions.”
The automatic start/stop monitoring feature, expected to launch by the end of January, significantly reduces the need for interaction between drivers and dispatchers, with dispatchers only overseeing UIT code monitoring. Forwarding companies will also gain visibility over carrier monitoring, helping to prevent fines for both parties.
Available for Foreign Carriers
Although new regulations remove the obligation for foreign carriers to monitor transports in Romania, future LoadHub features will enable foreign carriers to register and utilize the platform effectively. They can receive UIT codes from transport partners and monitor them via truck GPS or the mobile app.
