A Digital Solution for Avoiding RO e-Transport Fines

LoadHub’s launch was featured in the official newsletter of the Union of Forwarding Companies of Romania (USER), distributed to members and affiliated partners on April 1, 2025.

Presented as a practical compliance solution, LoadHub was included in the USER’s edition dedicated to legislative updates affecting transport operators and economic operators under the RO e-Transport system. The publication highlighted the platform’s role in helping companies comply with legal requirements and avoid sanctions that became enforceable starting April 1, 2025.

The newsletter underlined three essential elements: the simplicity of the application, its full compliance with RO e-Transport requirements, and the availability of a 7-day free trial.

Product Availability and Technical Integration

LoadHub has been available since March 31, 2025, as both a web and mobile application designed for transport companies and economic operators.

Integrated directly with SPV / ANAF platforms, the solution was developed to enable centralized UIT code management, automatic and continuous GPS data transmission to ANAF, efficient coordination between declarant, transport operator, and driver, reduction of manual intervention, and full legal compliance within the RO e-Transport framework.

Legislative Context: What Changed on April 1, 2025

Under the updated legal framework (OUG 41/2022 and OUG 129/2024), two key obligations became mandatory as of April 1, 2025: transport vehicles must be equipped with GPS devices, and vehicle position data must be transmitted continuously and in real time to ANAF throughout the entire transport.

Non-compliance triggers substantial financial penalties. Transport companies (legal entities) face fines ranging from 20,000 to 100,000 RON. Drivers may be fined between 5,000 and 10,000 RON. In certain cases, additional sanctions may apply, including confiscation of the value of undeclared goods.

Operational Simplification Through Automation

The web platform is intended for dispatchers, coordinators, and administrative personnel. It allows centralized visibility of all transports, real-time vehicle tracking, and structured management of UIT codes and associated documentation.

The LoadHub Driver mobile application, available in Google Play and the App Store, is designed specifically for drivers. It provides immediate access to UIT codes, simplified activation and deactivation of GPS monitoring, automatic GPS transmission, and the ability to upload CMR documents at the end of a trip. In the event of signal loss, data is stored locally and transmitted automatically once connectivity is restored.
