TollRo starts on 1 October. Two things nobody has told your dispatcher.

The Romanian toll changes from 1 October

In 26 days, every freight vehicle over 3.5 tonnes stops paying Romanian road tax on the basis of the vignette and starts paying on the basis of the kilometres it drives.

Most of the coverage stops there. But there are two things that matter more to an operator, Romanian or foreign, than the news that TollRo is finally being implemented in Romania.

Until January there may be no automatic way to calculate and pay Romanian road tax

If you already run a tolling device or OBU that you use for road charges in Hungary, Poland and elsewhere, it will not be usable in Romania from 1 October, the start date for TollRo.

Romania becomes interoperable with the other member states through the European Electronic Toll Service on 15 January 2027. Only from that date can SETRe-accredited providers handle Romanian payments in an integrated way. And the domestic alternative, a SETRo contract with an on-board unit, cannot be signed either, because at the time of publication no SETRo provider is authorised.

So until 15 January 2027, TollRo is paid manually, trip by trip, through a route ticket or CNAIR’s free eTarife app. You will not be able to configure a tolling device and then stop thinking about it. It is a dispatch task, one you cannot forget any time you have a truck loading or unloading in Romania. Every day, until January.

Meanwhile the enforcement side is fully automatic from day one: over 300 fixed vignette camera locations and 50 mobile systems, plus checks by CNAIR at border points, ISCTR, road police and border police.

There are cases where TollRo is cheaper than the vignette

We ran the arithmetic against the annual vignette a standard 40-tonne truck buys today. Below roughly 15,000 motorway kilometres a year in Romania, TollRo costs you less than the vignette does now. From Nădlac to Bucharest that works out at about fourteen round trips a year.

Send a truck down that route once a month and the switch from the vignette to TollRo helps you save money. Run it more often, say weekly, and you end up paying three to seven times more, depending on your road mix and your Euro class.

That is what TollRo really changes: a cost reduction for operators who use Romanian roads occasionally, and an increase for those who run mainly in Romania.
